I havent worked with flash all that much but I bet there is a way to setup like templates that you can reuse and just edit when you have a new site to build. Im not a huge fan of flash but I do know using html and css I have created a basic layouts that I use for new sites and then just apply quick styles to my css file to create a brand new site.
