The popular consensus is that what Google shows on the little green bar is an estimation. Your page might have been an actual 3.97 (showing a 3) and you got credit for a few more links becoming a 4.03 and started showing a PR4.

Not true. First of all the term "PRx site" is a little misleading. PR is figured on a page by page basis. A page with no PR just means that it has few to no other pages linking to it. Doesn't have anything to do with the quality of the site/page.

PR is not necessarily related to how well you rank for a particular keyword phrase. If I had a consistent drop in traffic I would first look and see if my rankings had changed for the worse. Remember that your competitors aren't going to stop working to get higher rankings.
