PR and Traffic is two different things. If the
PR of your site increases, it doesn't mean that its traffic also increases and vice versa.
Google uses this what we called 'PageRank' to determine the over all importance of a web page. It analyzed the number of links and the quality of the referring web page(s).
Relative measurements:
Low-relevance - 0
High relevance - 10
