Does google only update your number of backlinks when page rank is updated?

In my google webmaster tools I'am keeping an eye on the number of backlinks one of my sites has. Its been stuck at 2,048 links for several weeks now. Even though in the the past month I have built up several hundred more links, its still not showing up in google webmaster tools.

So I'am figuring that google only updates the number of backlinks in your webmaster tools when page rank is updated.
