It's not so much which program built the flash file, rather how it was saved.
...anyway at least if it doesn't work you haven't paid for it.
I'm not sure how it works for flash but for animated .gifs, Fireworks works great however I'm not sure if there's a free version available.

<EDIT #2> Flash really isn't that difficult to learn but you have to be patient in doing so and take baby steps in your learning. I started off making the most robust flash imagery I could only to learn:
- vector images and high rez photos make for HUGE filesizes
- flash isn't the best for SEO unless it's embedded in .html
- while flash looks good it isn't exactly friendly to those who view your site in anything less than broadband on a computer with reasonable hardware.
