Well I guess it will be much better if you're going to target other keywords or key phrase which are related with your bollywood site rather than using highly competitive keywords. It is also important to use those kws/key phrase in the most appropriate page of your site. Otherwise, it will not be that effective.
Directory submission? Well... they say that web directory submission is not that effective nowadays but I guess... submitting your site to those reputable directories like Yahoo, DMOZ and etc will somehow give you benefits. I suggest that you should maximize your time in optimizing and promoting your site. I mean, as much as possible... do the things that will give you more benefits in lesser effort and time.
I know that optimizing and promoting a site will take almost all of your time but I guess, we should pick the most appropriate techniques that will help us in achieving our goals in the most easiest way.

I don't know how much or how many backlinks you're going to need to obtain or to have a PageRank of 3. Just continue your link building campaign. It will soon pay off... as long as you're doing it in the right way.
