I actually think the reason is due to the vast array of differing information about dmoz published all over the net. While this thread may or may not be a yay or nay dmoz thread, there are many others online that vary from dmoz is a must for any new webmaster to those who think it's a tremendous waste of time.
When I first started out on my own sites close to 5 years ago, it seemed virtually every webmaster resource I visited were dmoz lovers and felt its imperative to get listed. H3ll I've seen a few wembmaster sites with their own dedicated dmoz forums for dmoz only related discussions.
Then of course I've seen the polar opposite where some view dmoz as a complete waste of time and energy and every bit as corrupt as Alexa Rankings (for instance). Personally I stand in the middle somewhere because I am listed but see little to no traffic (as I've already indicated) but likely some link juice. Since I'm not much of a
PR junkie the link juice isn't as important to me as targeted traffic but I admit it is nice seeing some green on that google toolbar.
Whether or not dmoz inclusion is important will vary as much as the webmasters discussing it. At the end of the day it may help your site but will it help as much as a handful of truly unique, informative and helpful targeted content?
If it were me I'd say submit your application but make sure you put some work into both your site and dmoz application so clear value can be seen by the Editors. If this doesn't get you listed then you did your best, move on and build your site, maybe dmoz won't notice but there are plenty of others who will.
