There is a lot of debate on whether a sandbox exists, how it works, etc. I can only tell you my experience with a handfull of recent sites...

I found that my PR went up about 4-6 weeks after the backlinks were in place. For the new domains, the SERPs were completely non-existent for about 6-8 weeks total from when I put in a bunch of backlinks.

I had read on a forum that having all backlinks with the exact same anchor text will get you a SERP penalty. So, I changed a bunch of them around... seemingly supporting the theory.

But, I have since done a test where I targeted a mid level competitive term and I used only a handful of backlinks and all EXACTLY the same and I was at #7 within about 30 days. In fact, PR and backlinks did not show - but SERP placement was there. It may depend on how competitive the search phrase you are going after is.

As for PR, I am hearing a lot of people say PR is not what they expected this update. Personally, I have had no suprises with PR.

In fact, my new company/website www.ultimaterank.com is not even up but I get a few backlinks about 3 weeks ago and it came out of the gate at PR5. Gotta love that!
