Normally we 'mere mortal humans' don't get to set our own google PR, it's set by a massive algortihm that calculates a score out of 10 for each page that is stored in the google database.
If you dont run google toolbar in your favourite internet browser (the PR display is available in options) then you could do a google search for 'whats my PR?' then have a look through the forums for a future PR checker.

Something else to go through is some of the for and against PR forum posts taht are in the seo google forums. Some of us seo'rs don't really have much 'faith' (may not be the right word' in google's PR system.
Basically it may not be the most important thing to look for when exchanging links.
