There is so much more to traffic generation, you won't be able to find any other websites who are willing to link exchange until you have at least a page one index, mainly because people are only interested in the back links from link exchanges, you forgot to mention blog commenting, social networking etc. There is so much to cover in this topic, obviously I'm just scratching the skin of each, you can go into so much detail with social networking, depending on the network there are different methods to drive traffic.
