The less you pay, the more strict the CPU policies. At some point, it just makes sense to pay for a dedicated server (which, if you're not a server admin, needs to be fully managed).
Sorry, but there's no way anyone could offer and guarantee no account suspension in a shared hosting environment (and tell the truth). The resources abuse policy protects everyone sharing that same server from ending up with their sites being slow like molasses, or downright stop working.
