DeviantArt is a designer (not only webdesigner) community website and v7n is mostly based on Internet Marketing, SEO and such terms. (That's just my opinion about v7n. I haven't been around for too long though.)
If I were an art student who has a talent in creating
cool art workz I'd probably find myself in DeviantArt instead of v7n.
When I was doing web design stuff for the former companies I was working for, DA was one of the first sites I came across while looking for webdesign resources.
And I think DA and v7n are like apples and oranges. They both taste good though.
