does anybody have a feel for what happens to an external inbound link if you take it down for (i.e.) 1 week, 1 month, 1 decade... and then put it back up. Are you subject to the same "sandboxing" process again?

I'd shy on the side of caution if the links are important - there remains the possible danger that links could be sandboxed simply for changing any part of their parameter.
Ideally, links should be static and pretty permanent - but it doesn;t mean to say you won't get results by taking risks.
