DMOZ does have the capability within it's policy to have multiple deep linking into a site, as well as one additional entry for regional sites. The problem, unfortunately, is that the rule to judge whether your site deserves a deep link or not is completely subjective to the editor inspecting, and any of the higher level editors (I forgot their titles) can remove those deep links and even your site if they subjectively decide the site is not worth the deep linking.
John's comment comes from the fact that, while there are doubtlessly many good editors on staff, there are just as many or more bad editors that will allow personal friendships and "sucking up" (as John puts it) to affect their subjective judgement. The higher level editors are suppose to keep this in check, but there is a similiar ratio of good to bad editors there as well.
The secretive nature of these judgements, while there are a few valid reasons to support (such as avoiding harrassment), unfortunately provides a field where this type of behavior can occur.
