Obtaining inbound (one-way) links from authority sites is not as difficult as it seems. Create the content that attracts the links. Become an authority in your niche. My little hobby/ecommerce site has deeplinks from universities, writers, translators, educators, the US FDA and other respected sites in our niche. It's not necessary for every link to point to your home page - spread them around.

Most academic pages list the contact information for the person responsible for maintaining the resource as well as the date last modified.

If it's been awhile since the page has seen any changes it's easy to suggest the inclusion of new relevant information to bring the page up to date (for the benefit of their visitors). Suggesting a few good resources besides your own may prompt them to update the page.

If the page was updated recently then you know the person is active and there's a chance to have your link included. Suggest your link for inclusion during the next update.

The link from the US FDA was the easiest link I've ever gotten - no PR hoarding webmaster wanting a reciprocal link to deal with.
