Isn't the whole thing about directories that they provide the *human touch* to determining what is a "quality" site. No algorithm can determine that completely (yet).
Of course I am not saying all directories are like that. Probably a small minority.
I think you have not to say google will discount directories (in general). That would be a bad business decision. Sure G may come to discount some directories (who knows - are you Nostradamus?) but there will ALWAYS (near future at least) be a market for QUALITY directories (hence the reason for DMOZs popularity in the early days->today).
