Daiver, if you dont have any experience about server management, it would be a headache. You will need a fully managed server, or at least semi-managed one. That means you can ask your provider help when needed. a pro-active managed server will cost at least $200/month, and it's over your budget
So, try semi-managed one. But $90/month... let's say still a bit low for a server with control panel. Is there any chance you can raise your budget to around $120/month?
