It takes money to make REAL money. Sure, you can start and pay for just a domain and hosting, but what are the odds that you will make a real income? Slim to none.
There is a lot more to running a business than being a "webmaster." How well you make business decisions will be a main factor in your success or lack thereof.
You could argue that instead of wasting time and energy looking for business opportunities, you could go take some college courses on accounting, management, marketing, and so forth. A business's success rests more on the operator's abilities than the business's product and/or service. The best business can be ruined or miss its full potential by an a poorly educated and trained person.
