Most french SEO contests are mainly made for fun and friendship between SEOs, not for getting money and big gifts. So you may be disappointed if you launch on the contest for earning money...
The organiser to this contest is Concours-viral.com and the best place to talk about it is Seosphere, but on both you'll need to speak/understand French

Concerning the question whether or not an american could win this french contest, my answer would be "yes, but it would be very hard". Indeed, it is really difficult to place oneself on a local version of Google (such as google.fr). Many french SEOs tried the Msnbetter thangoogle polish SEO contest which was on Google.pl, and none of us managed to be placed in the first 30 results, whatever we tried (anyway we got several good polish contacts). Yet, I'm convinced that a really good guy could do it, and win a contest on a "foreign" version of Google...

You can try if you want. At least even if you do not win, you'll get partners in France. Most of the time it is a good thing to get contacts all over the world.
