With my internships I worked at 2 different webdesign company's.
One was pretty big( for dutch standrads) and the other just started. The big one rated by the hour, because they had the knowhow to do alot of different kinda stuff, but that usually means research etc.
The small one did standard websites for a fixed price of around 600,- per year. For that you get the whole package (hosting, cms, etc.) I say in your case, do a fixed amount, cause I dont think your customers will have a big budget for internet purposes, and the time or knowledge to know what can be possible to manufacture nowadays.
