ICANN is the Internet committee for domain names. Many places give out free subdomains. That is not a problem. What you should worry about are the rules at your hosting company. If you can you might want to create a subdomain for your friend. This would be fred.flintstone.rbl. Where fred is the subdomain. Also you might want to worry about bandwidth usage by your friend. Graphics can use a lot of bandwidth.
