I don't even think it's the keywords in URL's. Keywords in URL help quite a bit in Yahoo, but for Google I think it just helps to have URL's that appear static. It's kind of stupid, but when we were on Internet-Marketing-Research.net using phpBB, the URL's were re-written to stuff like this:

Or poor quality incoming links. I think that poor link building can hurt a site more than lack of links. I have no definitive proof of that, but it's something I suspect based on a lot of observation.
