You are doing it right the first time... you just don't have the settings right before you try to save.

look at the image below. click on the optimized tab. In your optimize pallete make sure you set the format as gif. you can then adjust the settings to get the image optimized as needed... then do as you did before.

file > save optimized as > you can select html or gif this time.
the reason that you have html or jpg, is because you optimized settings are set to jpg.
