Paypal is absolutely safe from the Paypal side...The only issue with using them for your site, for instance, is if you get burnt paying for non tangible goods (like a template for instance), its really hard to recover the money. For moving money though its completely safe. Just be sure you register with completely real details because they ask for additional identification like a passport when you take in more then $6500 (at least for most countries)

The only other piece of advice is never click on a link in an email which appears to be from Paypal. If there is a problem with your account, go directly to https://www.paypal.com and log in (type it in, again don't follow links) - If there is an issue they will have a notice there.
