Agree.
But what I mean in general is in Japan they have less crime. Police don't carry guns. Most citizens return things if they don't own it. ( 5 Million Dollars in Trash Bag brought to Police Attention picked up by a Construction Worker. )
In my case there were multiple times I left my wallet with my Payroll ( Cash ) in Telephone Booths. Either It was delivered to my residence or someone calling me to pick up the wallet.
