yes that is correct as long as the forum you are using with your sig hasnt placed the rel="nofollow" in the sig sections.
A very good way is to get you link added yo some high
PR websites, people say the higher the
PR the better for getting your site or page indexed faster
PR7 = 24 hours
PR6 = 48
PR5 = 72
but if this is fully true is what you test it with, I have tryed with links on PR4 and got them indexed within 24 hours but that could have been luck, and also getting some one to add a website to there PR7 website can not always be easy or even cheap
