What exactly are we supposed to learn from the two links you include. I think I used to use sitesforteachers - isn't that a toplist? Are you saying that toplists are good for passing PR?

I would say that running your own toplist is a good way tog et PR. People desperate for traffic will give you big homepage links hoping to make it to your 1st page...
