Without seeing your website, its very difficult to figure out why you are getting such low CTR.
Follow the normal tips like blending your ads with the content, adsense above the fold etc.
Also, not all topics get high CTR... if you are targetting very tech-savvy users, then your CTR would always be low. Tell me how many time you click on adsense ads on others website
.... so CTR depends on the niche category also.
