There is no possible way of changing a persons resolution UNLESS you have their permission to do so.

What you could do is a use a Javascript to change the actual window size; but if your talking about your site is too big for their monitor, then I would suggest, just as DB said, to make it smaller and make it so the person with an 800x600 screen resolution could see it just fine.
