Alternative to HTML tables in Photoshop?

I'm in the situation where I've sketched out a website on paper, scanned it, and given the sketches to a designer. I want him to:

1) Re-design the sketches in Photoshop (or whatever), make them look prettier, then give me those new sketches.

2) Give the new sketches to a HTML/CSS guy who would slice them, and give me the HTML version of those images.

When I showed the designer the screenshots he was telling me it would take really long with all the tables, etc he would have to do. He said he'd probably have to use rectangles to fake the tables, etc.

I'm no designer, so I'm posting here to see if anyone who designs their screens in photoshop all the time has any ideas about this. Is there any alternative to using rectangles?
