Guess you need to know why its failing and be able to prove it too. Most isps will not accept there is a problem unless you have proof including traceroutes of any network issues.

Capturing screen shots of any errors and doing traceroutes locally or from one of the numerous websites that provide such facilities is a good starting point, then you can use this to prove to your hosting company there is an issue.

Most isps I have come accross do not monitor each and every site and in some cases only ping servers so they may not be aware of the problem.

As the other posts suggest better to give them a chance to resolve the issues as they may not be fully aware of any problem.
