Not huge actually, I know a guy that only had a few pages and managed to place at fifth place in the v7n.com contest.
Seo is also about beeing creative, like creating linkbaits and good free services so that people will link back to you.

Also! It would be impossible to have a PR limit or something as a rule since competitors could link to their opponents etc, PR also changes every 3-4 months and that makes it even more impossible to imply any kind of PR rule.
