If you run a directory, you give the webmasters the oppoturnity to submit their websites, and you can reject or approve their submission. It's your responsibility to do the work, no matter the submission is too much or just a few. It's very funny one time that a PR2 directory only accept PR4 websites. After submitting to many directories, I just have one thing to say to those directories which let websites pending for months, don't think you are another DMOZ.

For one i respect your views, but my directory has 3200 more sites to submit, and when i first started my directory i was very un educated on what to submit , and what not to submit.
Im a human edited directory, and oviously getting well known on the board.... very high on serp, and i think if i dont atleast try to clean my board im not only effecting my site... im effecting alot of sites that trusted me.
I understand what your saying, and my goal is to be rankland not dmoz.
The higher your site gets the more spam attempts to enter, and if i show them they have no chance they will leave me alone.
