even high-end dedicated providers don't charge that much. They're charging you full price for the cost of the upgrade component then billing you every month for it. 
You can go to Webhostingtalk.com and perform a search on them, there are some opinions there from people who have actually used them. I'd say, read through them, shoot them an email with a few important questions and see how you feel after that.

Hi there. I realize I'm a little late on this topic, as I have only just now found this place, and this thread.
I would just like to point out that while I fully respect your opinion, that is all it is...an opinion. I don't mind competition. I do however, find it an unfair assessment to classify our company in the "ripoff" list, simply because we do not charge the same rates that you have seen elsewhere.
Our upgrades cost money indeed. It costs money for the part, and to pay a tech to install them. The monthly fee, we feel, is appropriate. After all, how can you justify paying only $89/mo for a box, with the same specs that another client is paying $120/mo for? It makes perfect sense to charge for the installation of the component (techs don't work free), and then bill per month for a higher spec server.
Also, at the time, we did offer RHL9. However, I'm assuming that the visits made to our site in that time, caught us in an update.
In addition, as far as our rates are concerned, and the inclusion of CPanel, etc. All of our servers are managed. So of course this carries a slightly higher rate We take the headache off of the client, and a price comes with that.
Again, I don't mind competition, but unfair comments, such as labeling us as a ripoff....I do mind. I found those comments to be unfair, and inappropriate.
