Google updates things such as "link:URL" every month or so - but this is more for public show. Google already has the backlinks and PR calculated before the public update, and takes these into account in the rolling updates.
You can try and track your backlinks that are under PR4 by searching for "URL" (in commas) if you're looking for a plain link (or a branded name link).
