i disagree - many of these links may have pagerank, but i think that pagerank operates isolation from trustrank, and so plenty of thos pr0-4 directories' links are useless, because they don't really screen anyone. give them their reciprocal link and you're in. The attitude is like: Who cares if they're relevant or not?
And anyways, a lot of the small directories' owners give up before getting anywhere. Which is because they launch their directory before asking: what value can I provide?? When they can't differentiate themselves, the directory turns adds another generic webmaster blog that will die in 3-6 months.

I repeat my question: what value can new directories provide? How can they be different? (Disclaimer: I'm not looking to start a directory. I'm just curious about the whole phenomenon of crap directories and why it exists.)
