Sandbox is just a "term" that seos came up with, I wouldn't even say seos did, but its a term that refers to your website not ranking at all, or can not be found, there has been a lot of in and outs of this, but to be honest with you your site is either indexed or not.
If your in the sandbox (not ranking higher enough), get quality links
, I don't ever use the sandbox term, but thats basically what it is, if your doing something black hat be bound to get banned
