The metatag description does not have any effect on relevancy rankings in the major search engines. If someone has evidence to the contrary, I'd love to see it.
Metatag description is, however, often used as the returned text on SERPs in Google. As such, it is extremely important from a traffic perspective, as a quality meta description can increase the click through rate of your listings.
