Do you earn money from your site. If you earned an average of $10 per hundred visitors (say 10c each) then you could spend 5c per click on a pay per click programme and be ahead. You wouldnt need to invest money as the site would be paying for itsself.
Once this has started you should be able to display banner ads and adwords on your site to increase you earnings per click which in turn would allow you to increase you cost per click.
