Believe me, the good SEO need a lot of technical skills.
Computer since, programming (html, php, java and so on…), design skills, webhosting knowledge, copywriting, marketing and some other could help you a lot with SEO.

Regarding the University course may be it is funny now, but instead of jumping and make fun, just think for a second.

There is 2 ways to learn something, including SEO.
One – with your time - Do it yourself. You need to spend a lot of time and learn from your mistakes. This is how most SEO pro did it until now.
Another – with your money – when somebody point you to the right direction and teach you some skills. Yes, you pay some money, but you save a lot of time.

So, it is really depend form what they going to teach (yes, from the course description this one is not so advanced) and also how knowledgeable the guy who is going to do this course. If Arron Wall or John Scott will do University course for $400 are you going to jump on it? I would.

Not just a course, you can make the full University program for SEO.
One course will teach programming, another will teach basics of SE algorithm, another – marketing, and so on…
