This statement is plain wrong. Linking to sites on the same server passes excellent page rank, and it does help your Google rankings.

I have sites that have great PR and rank ok, and they only have links from the same IP.

Locically, it would make sense that this is not a natural linking pattern, so you would certainly want to get plenty of links from other IPs too to keep your link profile natural looking.
I'm not saying links from the same IP are a great idea, but you are saying it does not help ranking, which is not true.
