Improve you link popularity: directories, forums, blog, link baiting, link exchange, social bookmaring (this will drive you traffic but PR as they use nofollow rule)
Link exchange with related, quality and trusted sites with high PR that will improve your PR on the next update though i don't think you have to focus on PR as it was only a number from 0-10 which will show how important your site is to google but this doesn't mean that you'll have better position on SERPs rather than other sites with lower PR...
