The duplicate content pages might be indexed in the supplemental results. There is no reason for Google not to index them and it would also be unfair. If the duplicate pages are relevant for the content of the site, not indexing them will only harm the site. And I doubt that this is Google's intention. On another note, if the site us based solely on duplicate content, that's bad practice. And Google will certainly penalize that!
