Ok, positive thing i can say.... Directories submission is good but think this way. More than 95% free directories can give you pr0 link and pages not even indexed by Google. Once directory reached pr4-5, they delete all links and switch to paid. Also, there are bunch companies who buy directories once they reached pr2-3 or Alexa top 100 000 traffic. In this case... the same thing... They delete all links and add only links they want promoting sites or they do $500-1000 promotion to create better pagerank and approve only paid submissions.
If you submitted to 500-1000 directories, your site will be on top of search engines... but later you just loosing your backlinks.... slowly, little by little you loose 2-3 links a day. For MSN you loose 5-10 links a day (because they count every link even the same domain and on PHP directories your site listed on 3-4 pages at least such as "sort by PR" page, "sort by clicks" page, "sort by day added" page.
It will be very hard to keep your positions, moreover, Google don't really like sites who loose backlinks. Google will think that you are buying links for month-year, or you spam and site owners delete your links when they discover them. Google trust sites if they see that they have old backlinks and never loose them.

Build 3 way, 5 way, 10 way backlinks. It is a great deal for you and website owners. Add directory for each site, wait for the next Google update to get at least pr1-2 for directory pages and after... suggest people to link 5 sites for link from 10 your sites etc...

Promote 3-5 sites really heavy and the rest of them add in the same places where you sucsessfully added your link.
PM webmsters in forums to exchange links, don't write e-mails. PM in forums... way better chance to find really good partners!
Suggest webmasters to link their INTERNAL pages from your site if they link bunch your sites.
Hire SEO specialist or coordinator who can suggest you lot of good things.
