Blogs have more readers and the discussion is better focused. Forums are harder to follow... and the value of the link posted in a forum is lower than the value of a contextual link posted in an authority blog.

I believe that the original poster's comment was about building backlinks to his two websites by leaving commentary on
other people's blogs and forums, and which was better.
Coming back to this original question there is no difference in my eyes, so long as the blog or forum meets a few criteria:
Make sure that they don't do any cheesy redirects
Look for and avoid posting on blogs/forums where signatures are not allowed
See if the links have 'no follow' on them,
Or where links are encased in javascript so that the search engines won't read them
It's also worth considering how much traffic a blog or forum receives as you will get legitimate traffic simply from people following the links
