It is apply to cheap directories. If directory well organised and link from each category only relatd sites it is OK (Yahoo dir, DMOZ, Aviva, BOTW, JoeAnt, v7n dir). But when directory link everyone who paid from the pages which closer to homepage and from categories which are not related to websites it is a link farm.
Remember that many original link farms use the same php software like regula directories. So, for spider cheap directory look the same way like a link farm.
