cannot say what the best is in that case. Beside firewall, IDS, etc you will need a skillful admin to manage your servers. Each OS has strong points. Meanwhile I prefer *nix, I cannot say Windows is worst. By default, *nix seems better in security than Windows, but a good admin will know how to do. Of course, setup a good schedule for backup will help in case data lost.
