Well the whole point of the drop box is for people who would otherwise abandon their baby on the street. Of course there are facilities for people to give their baby up at a desk. That would be going through a legal adoption process. But if a young mother does not want a baby and is afraid to confront anybody, it is all too often the case she abandons it in a park or somewhere. The drop box avoid this problem. When the baby is placed in it, it is put into a proper baby incubator. Alarms are sounded so that the hospital staff are alerted. Noone from the outside can gain access to the child. If there were staff members at the box the whole time, what is the point of it if the purpose is to stop abandomnents due to not wanting to confront anyone?
