Over here in my city, light certainly goes off once in 24hrs and returns back after an hour when it's summer. Fortunately, I've got a power invertor that takes care of my electricity needs in such cases.

I'm really happy when it's winter over here 'cause light rarely goes off in this season.
Considering all our power lines are above ground suspended between big poles, when there are bad storms...the power goes out in some areas. And also...in the summer when it's warm, it seems like everyone in my area fires up the A/C, which sometimes causes an overload..and then everyone's power goes out for a while. Argh. And I believe California does rolling blackouts from time to time. So, um..yea we have problems. And...didn't you hear about the big blackout of 2003... that was really creepy, and it was hot and awful.
