I find the most people just want to link to a page that is rank, no matter what the content is. Site like these I found only reach a PR status of 5 or 6. But, I have notice that site that link to pages with related content tend to have PR status 7 or higher.

This may help. This is a new tactic that is still in process for me, I will let you guys know if it works. But here it is... Most site that are related to yours will have a high PR status, at specially if you are just starting out. Most of the site owners will not link to a site that has a low PR status. What is a low PR status, a status that is unacceptable by the reviewer. Anyway, you will need to build your resource or link page up to status. How?

1. Add your partners or link page to authors summaries with writing articles
2. If possible, added your link page or partner pages to some directories
3. Some times offer your link page or partner page up for linkexchange

either way, treat your link pages as your home page.. You will notice the PR status increasing and once you have a good PR status for your link page, you will find more and more high quality site accepting your link request or even requesting to exchange links. But remember, PR status is not everything.
